This piece has been name using necromancy in order to allow the conjuring of the dead.  With this piece you will be able to practice ritualistic magic, to summon 8 souls from the dead.  These souls will be placed into this piece and will be yours to keep, but this piece will only ever allow you to choose 8.  You can choose them as slowly or as rapidly as possible.  You can choose them for any reason that suits your fancy.  Each spirit will take their home in one of the 8 skulls that are on this bracelet.  You will be able to conjure them forever and they will come to you as plain as day as if you were sitting across the room having afternoon tea with the neighbor.
